As per promise some calculations are attempted below in respect of employees & officers covered under various categories. Calculations are based on the assumption that any advance increment would not be available at the time of pay fixation,.In other words the minimum benefits have been calculted. The calculations are for pay only. Employees will also get other benefits which would be dealt with in susequent posts. Any errors may kindly be notified.Calculations are based on old DA Rates and may be subject to change if new rates effective wef 1/1/06 are applied.(Also there is a typographical  error in Col.4 Row 11.Please  read 1/1/07 in place of 1/1/06)

  1. I AM IN 5000-8000 SCALE AND MY PAY ON 1.1.06 WAS 5600 AND I AM NOW GETTING 5900 BASIC PAY AND MY DATE OF INCREMENT IS JANUARY. PLEASE TELL ME MY NEW BASIC PAY AS ON TODAY. THE PAY COMMISSION HAS MERGED THREE SCALES 5000, 5500 AND 6500. PLEASE TELL WHAT WILL BE BENEFIT TO 5000-8000 SCALE PERSON.

  2. Your effort is highly appeciated. Please note that there is a small mistake in the calculation of DP for the Pay scale S-13 above wherein the DP is mentioned as 1275 instead of 3725 and accordingly the subsequent calaculations had gone wrong. please note

    My basic pay was 19500 in S-26 scale (16400-450-20000) as on 01-01-2006. I got increment on 01-01-07 and my pay was 20000. There was no increment in February 2007, as the scale got saturated. I got promotion to scale S-29 in August 2007 and pay was fixed at 20900.

    Now my doubt is after fixing the pay as per SPC in PB-3 corresponding to scale S-26 and old basic as 19550 on 01-01-2006, (new pay 34020 + 8400 = 42420 in January 2006 and one increment each in July 2006 and July 2007) how the pay will be fixed in August 2007 due to promotion to S-29, which is next pay band PB-4?

    a) If the fixation is just add one increment in old scale to my July 2007 pay and fix in next scale S-29 , it will be at lowest of new scale. (43280 + 9000 = 52280)

    b)Alternatively, if the fixation is as per S-29 and based on my pay as 20900 , the fixation will be higher as the PB4 stars with a jump. (46620 + 9000 = 56620)

    Please clarify

    Alternative b) appears to be logical. Kindly see concluding lines of part (v) also. I am not keen/ confident for taking individual cases + that is not the objective of my writings, but could not say no to an officer of your seniority.Thanx a lot for your interest

    My interest was also not fixation of pay for a specific case. I gave the numbers for better understanding.

    The doubt was – with a promotion to pay band 4 from pay band 3 during the period 01-01-2006 to say 31-03-2008,

    b) whether the pay will be fixed two times – corresponding to 5th pay before and after promotion.

    a) Or fix only once with 5th pay before promotion and fixation after promotion is like normal promotion – add one notional increment and fix it in next pay band and next grade pay. It will be most likely the minimum of pay band 4, as PB4 starts with high pay.

    In the pay commission report, pay fixation is mentioned for promotion in same pay band as “add one increment and fix in the same pay band, with new grade pay”.

    Promotion to next grade pay was not clear from commission report.

    To avoid confusion, i have taken specific numbers like basic pay 20000 and 20900 before and after promotion from grade S-26 to S-29 say in July 2007 and August 2007.

    Anyway, i appreciate your step wise procedure and articles, and i fully agree with you that visitors should not distrueb with specific requests of their pay fixation..

  6. Wat about the retirement age for Central Govt Employees?
    Has it been changed from the present 60 years?

  7. I am CHS Chief Medical Officer(NFSG) , in Central Government, Drawing basic pay 16700 in the pay scale14300-400-18300. We have 25% NPA Considered as part of basic pay for DA and DP calculation.How will this benefit accomodated in new pay fixation? Our DP and DA used to be higher than other non medical officers with same basic pay.during fixation if our pay is fixed at par with other officers not drawing NPA , we are bound to loose the advantage during fixation. Has aany formula been worked out to compensate for this? Please reply

    Kindly help out pensioners with you sample calculations. Take cases for those who retired before and after 1-1-2004 and different pensions ranges if necessary. What are the DA ( dearness pension ) rates after 1-1-06?

    you have done a commendable work for employees. why not do it for pensioners too, particularly arrears table. employees have colleagues to guide but the pensioners are scattered and they are the people who need it more

  11. The minimum pay is 7000 where as RS 5750 has been shown in the model calculation for S1pay scale. This needs to be revised. Taking minimun pay scale RS7000 the model calcualations is to be shown.

  12. As on 1.1.06 my Basic Pay was 9100 in the pay scale of 6500-10500. On 1.1.08 my Basic Pay was 10000 in the pay scale of 10000-15200. What will be my total arrear. I have got Govt quarter.

  14. WILL THERE BE REALLY A 40% INCREASE AS RECOMMENDED BY THE 6TH PAY COMMISSION TO THE CENTRAL GOVERNMENT PENSIONERS?

    Dear Readers,

    This is regarding Proposed Pension to Central Government Pensioners with effect from
    1-1-2006
    .
    According to the following calculations made, a retired Central Government Group A Officer will get an increase of only 19.06% as on 1-1-2006, and 9.15% as on 1-1-2008 in his Pension!
    .
    A Group A Officer [Retired on 31-5-2004] was drawing a Basic Pay of Rs.11,950+DEARNESS PAY 50% +DEARNESS ALLOWANCE 11 % in the Scale of Rs 10,000-325-15,200 with effect from 1-4-2004.Based on the Average Emoluments ,his Pension was fixed as Rs 8,768 +DA 11% of Rs 8,768/-from 1-6-2004.After commutation of 40% of Pension viz,Rs 8,768/-[Rs.3,507/-] his residuary Pension was Rs 5,261/-+DA 11% of Rs 8,768 wef 1-6-2004…What he got on 1-1-2006 was Rs 7,365 /[Pension Rs 5261+DA Rs2104 [24% of Rs. 8,768]
    According to the Central Pay Commission’s Recommendations, ,his basic Pension viz,Rs 8768/- has to be raised to 40% wef 1-1-2006.That will be Rs 12,275/-.For this, there will be no DA [from 1-1-2006 to 30-6-2006] according to the Pay Commission.The actual increase he will get on 1-1-2006 is Rs 1,403/-[12,275-3,507=8,768-7,365].This increase is only 19.06% of Rs 7,365/-from 1-1-2006 and not 40% as widely publicized!
    According to the Recommendations of the Central Pay Commission, the percentage of DA wef 1-1-2008 is 12%.This Retired Officer will get a Pension of Rs 8,768/-[ 12,275-3,507]+ Rs 1,473 [12% DA of Rs 12,275].The total amount he will get as on 1-1-2008 will be Rs 10,241/-At Present, he is getting Rs 9,382/-[Pension Rs 5,261/-+DA Rs 4,121[47% of Rs 8,768,the Original Pension]
    The increase he will get from 1-1-2008 is Rs 859/- [Rs10,241-Rs9,382] which is only 9.15%. It is not known as to how the much publicized 40% increase has been worked out by the Central Pay Commission as well as the Central Government while the actual increase is only 19.06% as on 1-1-2006 and 9.15% as on 1-1-2008!
    Will the Central Government look into the Reality?

  15. My Basic pay is 5500-175-9000. In this pay my scale now is 7075. How much i will get now and my arrears calculation.

  16. please provide the actual pay fixed for me as a teacher working in Andaman and nicobar Island as GTT. My pay at the time of 1.1.2006 was 6500-200-10500, and the basic pay was 8900, taking in all the allowances especially for these islands.The increment date is February.

  18. WHY THE DISPARITY IN PENSION WITH EFFECT FROM 1-1-2006 AND DENIAL OF NATURAL JUSTICE TO THE POST 1-1-1996 AND PRE 1-1-2006 PENSIONERS BY THE VI CENTRAL PAY COMMISSION AND THE CENTRAL GOVERNMENT?
    1. PARITY IN PENSION OF THE PRE AND POST 1-1-1996 RETIREES AND NATURAL JUSTICE TO THE PRE AND POST 1-1-1986 PENSIONERS BY THE V CENTRAL PAY COMMISSION AND THE THEN CENTRAL GOVERNMENT!
    The main demand of the Past Pensioners [Retired before 1-1-1986] was for full parity in pension to those who retired during the period from 1.1.1986 onwards. The V CPC in Para 137.13 (PP 1830) had observed as under:-

    “While it is desirable to grant complete parity in pension to all Past Pensioners irrespective of the date of their retirement, this may not be feasible straightaway as the financial implications would be considerable. The process of bridging the gap in pension of Past Pensioners (Pre 1986 Pensioners) has already been set in motion by the Fourth CPC when past Pensioners were granted additional relief in addition to consolidation of their pension. This process of attainment of- reasonable parity needs to be commuted so as to achieve complete parity over a period of time.”
    In Paras 137.13 and .14 of their Report the V CPC stated that as follow-up of our basic objective of parity, we would recommend that pension of all the Pre 1986 Retirees may be updated by notional fixation of their pay as on 1.1.86 by adopting the same formula as for the serving Employees. This step would bring all the Past Pensioners to a common platform or on the IV CPC pay scales as on 1.1.86. Thereafter, all these Pre 1986 Pensioners can be treated alike in regard to consolidation of their pension as on 1.1.96 by allowing the same fitment weightage as may be allowed to the serving Employees.
    The Recommendation of the V Central Pay Commission in making Parity in Pension of Pre and Post 1-1-1996 Retirees and Revising the pension of Pre and Post 1-1-1986 Retirees suitably was accepted and implemented by the then Central Government with effect from 1-1-1996.
    Had not both the V Central Pay Commission and the then Central Government had done JUSTICE to the Pre and Post 1-1-1986 Pensioners!

    2. DISPARITY IN PENSION BETWEEN THE PRE AND POST 1-1-2006 RETIREES AND INJUSTICE TO THE PRE 1-1-2006 PENSIONERS BY THE VI CENTRAL PAY COMMISSION!

    The Disparity in Pension betwwen the Pre and Post 1-1-2006 Retirees and the injustice done by the VI Central Pay Commission and the Central Government to the Post 1-1-1996 and Pre 1-1-2006 Pensioners can be clearly understood by the following facts.

    A. Fixation of Revised Pay and Pension in respect of Four Post 1-1-2006 Retirees is given below as per OM FN01/1/2008-IC dt.30-8-2008 and OM FN038/37/08P&PW[A] dt.2-9-2008 of Ministry of Finance,Govt of India.

    a.Pre Revised Scale:5500-175-9000 [S10]
    Corresponding Revised Scale:9300-34800+Grade Pay
    Rs4200 [PB2]

    i.Basic Pay:Rs 5500.
    Revised Pay: Rs 14430 [10230+4200]
    Pension:Rs 7215[50% of Pay]
    ii.Basic Pay:Rs.6550.
    Revised Pay:Rs16390[12190+4200]
    Pension:Rs 8195[50%of Pay].

    b.Pre Revised Scale:10000-325-15200 [S19]
    Corresponding Revised Scale:15600-39100+
    Grade Pay Rs 6600[PB3]
    i.Basic Pay:Rs 10000.
    Revised Pay:Rs25200 [18600+6600]
    Pension:Rs12600[50% of Pay]
    ii.Basic Pay:Rs.11950.
    Revised Pay:28830 [22230+6600]
    Pension;Rs14415 [50% of Pay]

    B.Fixation of Revised Pension of Pre 1-1-2006 Retirees by the VI Central Pay Commission as per Memorahdum FNO 38/37/08-P&PW [A] dt 1-9-2008 of the Ministry of Finance,Government of India

    The formula fixed by the VI Pay Commission for arriving at the Revised Pension is as follows.

    Basic Pay without DP x1.86+40% of the Basic Pay.The Condition is that the Revised Pension should not be less than 50% of the minimum of the Corresponding Revised Scale+Grade Pay.
    This Formula could be applied only to Pre 1-1-1996 Retirees.But the Condition that the Revised Pension should not be less than 50% of the minimum of the Revised Pay and Grade Pay cannot be applied to them since they are not covered by the Pay Scales effective from 1-1-1996.
    So,the Pay Commission has really intended to apply this formula only to Employees retired from 2-1-1996 to 31-12-2005.
    According to the Pay Commission, we are to find out the Corresponding Pay in the Revised Scale by adding the Grade Pay.After finding out the Corresponding Pay,we have to work out 50% of the Revised Pay which will be the Revised Pension effective from 1-1-2006. But the Condition has been wronly worded as ‘The Revised Pension shoud not be less than 50% of the minimum of the Revised Scale+Grade Pay instead of ‘The Revised Pension should not be less than 50% of the Revised Pay + Grade Pay’
    So,the Condition has to be modified suitably.

    Here,two illustrations are given in respect of Revision of Pension of Four Pre 1-1-2006 Retirees.

    1.Basic Pay: Rs 5500.
    Pension:Rs. 6215 [2750 [50% of Basic Pay]x1.86+40% of Rs2750]
    2.Basic Pay:Rs 6550.
    Pension:Rs.7403 [3275[50% of Basic Pay]x1.86+40% of Rs3275]
    3.Basic Pay: Rs 10000.
    Pension:Rs11300 [5000 [50%of Basic Pay[x1.86+40% of Rs5000]
    4.Basic Pay Rs 11950.
    Pension:Rs13505.[5975 [50%of Basic Pay]x1.86+40% of Rs 5975]

    According to the formula of the Pay Commission, a Pensioner drawing a Basic Pay of Rs 6550 in the Scale of Rs 5500-175-9000[S10] will get only 50% of the minimum of the Revised Scale[Rs 9300-34800-PB 2]+Grade Pay of Rs4200 viz,Rs 7215 and not Rs 8195[Revised for Post 1-1-2006 Pensionner] as Pension!
    Similarly,a Pensioner drawing a Basic Pay of Rs 11950 in the Scale of Rs.10000-325-15200 [S19] will get only 50% of the minimum of the Revised Scale [Rs 15600-39100-PB 3]+Grade Pay of Rs 6600 viz,Rs 12600 and not 14415 [Revised for Post 1-1-2006 Pensioner]as Pension!
    Why the Pay Commission and the Central Govt have done injustice by applying double standards to the Pre and Post 1-1-2006 Pensioners who belong to the very same Pay Band?

    Will not the following variations affect the Pre 1-1-2006
    Pensioners permanently?

    Basic Pay Rs.5500: Post 1-1-2006 Pensioner will get Rs1000 more per month besides DA!
    Basic Pay Rs 6550:Post 1-1-2006 Pensioner will get
    Rs 792 more per month besides DA!
    Basic Pay Rs 10000: Post 1-1-2006 Pensioner will get Rs 1300 more besides DA!
    Basic Pay Rs 11950: Post 1-1-2006 Pensioner will get Rs 910 more besides DA!

    CONCLUSION

    Is this wide variation between the pensions in the cases of Pre and Post 1-1-2006 Retirees with effect from 1-1-2006 even though they belong to the same Pay Band not against Natural Justice?

    Will the Central Government immediately look into this Disparity, do JUSTICE to the Pensioners who retired from 2-1-1996 to 31-12-2005 and issue orders bringing PARITY in Pension of both the Pre and Post 1-1-2006 Pensioners as they belong to the same Pay Band?

  19. There are a group of employees, who are leaving the service without getting an increment evenafter working for 11 to 17 months (Those, whose date of increment falls between march & june and retired between 2-01-06 and 30-06-06. Will the Govt. think of taking the last pay drawn in the revised pay band and grade pay for calculation of pension for those who are retiring between jan and sep 2006, so that they can opt of pay fixation from the date of their next increment? This will remove the heart-burning in the minds of this group, when compared to those who are retiring after 30-09-2006.

  20. my basic pay was Rs.7075 on 1.7.2006 in grade pay 5500-9000.please tell me exact fixation of pay in pay band 4200 on 1.7.2006
