Sixth CPC Report:(xv) Recommendations Central Paramilitary Forces

The  recommendations concerning Central Paramilitary Forces (CPMFs) are covered under Ministry of Home Affairs  in Chapter 7.19 of the Sixth CPC report .The CPMFs comprise of the following 7 outfits.

Assam Rifles which originated as Cachar Levy in 1835 is presently having more than 63000 personnel (46 Battalion) .The force working under operational Control of Army guards Indo Myanamar border .

The Border Security Force (157 battalions) has been deployed on international borders since 1965 and also in anti insurgency operations.

The Central Industrial Security Force (CISF)  created in 1969 has more than 1 Lakh personnel deployed for guarding Airports (54), PSU Establishments (269) and several Govt. Buildings (49) including North Block , Part of South Block and CGO complex. It also provides technical consultancy for security and related matters.

Central Reserve Police Force (CRPF) (201 Battalions) having replaced Crown Representative Police of pre independence era is the oldest CPMF. The personnel from this force are engaged in major anti insurgency/ terrorism / militancy related operations in the country.

Indo Tibetan Border Police (ITBP) assists in Disaster Management related work in Central & Western Himalayan Regions and also in providing security cover for Kailash Mansarovar Yatra.

National Security Guard (NSG)  tackles high risk security operations.The personnel are drawn from Army (as Special Action Group) and CPMFs (as Special Rangers Group). The NSG commandos provide security cover for VIPs and take charge of security on special occasions.  

Sashastra Sena Bal which started as Special Services Bureau (SSB) in 1963 is deployed along Indo Nepal & Bhutan border covering stretch of more than 1900 kms in 20 Districts.

The major demand from CPMFs for being given status of organized Group A Services has not been agreed to on the ground that these services do not fulfill the pre requisites for such declaration as fixed by MHA. In support of it’s recommendations  the Commission has pointed out that substantial number of posts in these forces including those in pay scale of 18400-22400 are filled up by drawing officers on deputation from IPS and also pointed out that many intermediate grades do not exist in the hierarchy of these organizations. The Sixth CPC has also reiterated it’s philosophy of avoiding creation of too many services.

Commission has also not agreed to creation of certain additional posts demanded by CPMFs for creating promotional avenues on the ground that there should also be functional justification for posts . It has  felt that the provision of ACPs and the system of Running Pay Bands would minimize the grievances of such nature.

On the positive side the Commission has recommended the merger of the post of Addl DIG with that of DIG (16400-200000) . It has recommend that all posts upto the rank of DIG and 50% posts in the grade of IG and equivalent should be filled by promotion from officers of CPMF.

The following pay structure has been recommended for non gazetted executive cadres of CPMFs.

Commission has also noted that except for CISF all CPMFs are not filling up posts of ASI in the executive cadre .This step being contrary to order Dt.10/10/97 is affecting the structural parity within the forces . It has suggested that all CPMFs should continue the post of ASI since this is a functional necessity.

Other recommendations made by the Commission  include payment of ration money at par with Armed Forces to existing beneficiaries and doubling of the rates for Detachment Allowance (without linkage to DA) . Rates of Kit Maintenance Allowance are proposed to be doubled with increase of 25% after every hike up to 50% in DA. The rates of Uniform Grant are recommended as Rs.13000/-(initial) and Rs.6000/- (renewal-every 3 yrs).

For taking care of housing needs, facility of Compensation in lieu of Quarters (CILQ) has been recommended for all personnel in SO grade also. Commission has also recommended a new Family Accommodation Allowance at the lowest rate of HRA payable to all CPMF personnel who do not qualify for benefit HRA or CILQ or rent free accommodation for reason of their stay in barracks. This will also be a DA linked Allowance.

Commission has rejected the demand of one month’s extra pay for CPMFs having benefit of 60 days earned leave in a year on the ground that the personnel  are already compensated by this 30 days extra leave.

Another major change suggested is for stopping further recruitments to the cadre of followers and absorbing the existing cadres to -1S pay band with the objective of converting them to Gr.C combatant staff  after suitable training. It has been suggested that all non essential jobs handled by followers should be outsourced.

Recommendations also suggest that the practice of attaching Constables (Suraksha Sahayaks) / combatants at the residence of Officers for attending to Telephone calls  or other such personal responsibilities should be stopped. If any cases of violations of these instructions are found, the salary of constables deployed should be recovered from the Officer concerned. The report states that if any posts are required for such personal tasks the appropriate sanction should be taken and the jobs should be outsourced.

we are awaiting for the topics related to para military pay as granted as MSP for Army. we are not aware our proper pay structure and allowance announced by CPC regards BSF till date.

I entirely agree with what Mr. Kamal has submitted , Serving Nation being in Uniform should be made compulsory then only repeat then only these buffons “politicians” would know how and in what condition there beloved ones survive. Any how this wonderful means of communication is a way to express our concern , hope somebody is assigned as watchdog in positive sense to improve our system in place . Let up hope for the best

I WENT THROUGH ALL THE COMMENTS. I WANT TO CONVEY THE FEELINGS OF THE PARAMILITARY FORCE LIKE BSF IN THE FORUM. I AM A SERVING BSF OFFICER AND HAVE PUT IN AROUND 20 YEARS OF SERVICE IN PLACES LIKE KARGIL, COUNTER INSURGENCY OPS IN J&K, NE AND REMOTE DESERTS OF RAJASTHAN. BSF IS OVER 2 LAC STRONG FORCE WITH IMPECCABLE RECORD IN GUARDING THE BORDERS APART FROM FIGHTING WARS IN 1971 AND IN KARGIL AND COUNTERING INSURGENCIES IN J&K,PUNJAB,NORTH-EAST AND THE NAXALITE MENACE WITH FULL DEDICATION AND ZEAL IN A SILENT AND STOIC MANNER WITHOUT A WHIMPER OR COMPLAINT. BUT IT IS UNFORTUNATE THAT PEOPLE HAVE NOT GIVEN DESERVED DUES TO THIS GREAT FORCE WHICH HAS SACRIFICED MAX NO OF OFFICERS AND MEN IN ALL OPERATIONAL FIELDS. TO GIVE EX- ONLY ONE UNIT OF BSF WAS DEPLOYED IN KARGIL DURING 1998-99 DURING THE HOSTILITIES BUT IT NEVER ALLOWED THE PAKISTANIS TO TAKE OVER A SINGLE INCH OF INDIAN LAND IN THEIR AREA OF RESPONSIBILITY. FOR THIS ACT OF BRAVERY THE REWARD WAS THROWING OUT BSF UNCEREMONIOUSLY FROM THE AREA WITHOUT ANY RECOGNITION OF THE VALOUR BY THE SHAME FACED ARMY AUTHORITIES. PROBABLY THEY COULD NOT DIGEST THE FACTS. SIMILIARLY IT IS A VERY LESS KNOWN FACT THAT DURING THE INITIAL PHASES OF MILITANCY IN J&K MOST OF THE AREAS WERE HAD BECOME LIBERATED ZONES( WHERE EVEN THE “GREAT ARMY” FEARED TO ENTER) WHICH WERE CLEARED BY BSF AT A GREAT COST OF BLOOD OF ITS OFFICERS AND MEN. AFTERWARDS ALSO THE FORCE KEPT ON FIGHTING THE MILITANCY RELENTLESSLY AND MAINTAINED ASCENDANCY OVER THE TERRORISTS IN ALL RESPECTS. ON AN AVERAGE AROUND 400 OFF & MEN LOST THEIR LIFES WHILE FIGHTING MILITANTS IN J&K EVERY YEAR FROM 1990- 2005. THIS FACT HAS AGAIN REMAINED UNRECOGNIZED BY THE CITIZENS OF INDIA.
IN SHORT WHATEVER TASKS WHICH WERE GIVEN TO THE FORCE WERE COMPLETED IN MOST PROFFESSIONAL AND HUMANE MANNER POSSIBLE IN THE LIMITED RESOURCES WHICH THE FORCE HAS. BUT VESTED INTERESTS HAVE ALWAYS SHADOWED THE ACHIEVEMENTS OF THE FORCE. THE FORCE IS WORKING WITHOUT ANY REPRIEVE CONTINOUSLY AT MOST HAZARDOUS AND REMOTE CORNERS OF THE COUNTRY, SINCE THERE IS NO PROVISION OF PEACE TENURES. THE PROBLEMS ARE COMPOUNDED BY PRESENCE OF DEPUTATIONOSTS IN THE FORM OF IPS OFFICERS WHO ARE MOSTLY IGNORANT AND LEAST BOTHERED ABOUT THE FORCE AND ITS LACK OF BASIC AMENITIES AND PROMOTIONAL AVENUES OF MEN AND OFFICERS.THE FORCE IS WORKING CONTINOUSLY IN FAR FLUNG AND REMOTE AREAS AND THEY COME HERE JUST TO ENJOY. JUST FIND OUT WHERE ALL THESE BRILLIANT AND BRAVE IPS SAVIOURS ARE SERVING THEIR TENURE IN BSF- U WILL FIND THEM COOLING THEIR BOTTOMS IN ALL THE CUSHY PLACES AND MAJOR CITIES WHILE THE SENIOR CADRE OFFICERS ARE CONTINOUSLY POSTED TO REMOTE AND EXTERME HARD AREAS. ON TOP OF THAT THESE SHAMELESS IPS OFFICERS HAVE THE GUMPTION OF TEACHING THE BASICS OF BORDER GUARDING AND SECURITY TO THE CADRE OFFICERS WHO HAVE BEEN CONTINOUSLY SERVING IN THE TOUGH AREAS ALONG WITH THE TROOPS. MOST OF THEM ARE CORRUPT AND A HAVE BEEN THROWN OUT FROM THEIR OWN CADRE STATES BECAUSE THEY WERE EITHER FOUND USELESS OR COULD NOT BE ADJUSTED DUE TO POLITICAL AFFLIATIONS. THIS HAS RESULTED IN DEEP FRUSTRATION IN THE RANK AND FILE AND WHICH HAS NOT BEEN SUFFICIENTLY ADDRESSED BY THE PAY COMMISSION AND THE GOVT TOO.
WE HAVE GREAT RESPECT FOR ARMY AND TREAT IT AS OUR ELDER BROTHER BUT IT ALSO LOSES NO OPPERTUNITY TO SHOW THE FORCE IN A BAD LIGHT ALTHOUGH ON THE PERSONAL LEVEL THEY ACCEPT BSF AS AN EXELLENT FORCE. IN THE PAY COMMISSION TOO THEY ARE UNNECESSARILY TRYING TO MAINTAIN “RELATIVE PARITY” IN THE PAY AND WANT THEIR LT-COL TO BE UPGRADED TO THE PAY BAND 4 WHICH HAS BEEN GIVEN TO THE COLONELS OF ARMY AND COMMANDANTS OF BSF BEING OF EQUAL RANK. THIS IS PATENTLY UNFAIR AND HAS BEEN RIGHTLY CORRECTED BY THE PAY COMMISSION. NOW THEY ARE CREATING A PRESSURE SITUATION AND PRESENTING INCORRECT JUVENILE SITUATIONS AND PRESSURISING THE GOVT ON FALSE PRETEXTS WHICH SHOULD BE RESISTED STRONGLY.SOMEBODY SHOULD TELL THEM THAT COMMAND AND CONTROL AND PAY ARE NOT LINKED. EVERYBODY KNOWS THAT WHEN A CPMF GOES UNDER ARMY OPERATIONAL CONTROL NO ONE ASKS ABOUT THE PAYSCALES ETC BEFORE OBEYING LEGAL AND GOOD ORDERS AND I DONT AGREE THAT JUST BY BRINGING OUT THE SHORTCOMINGS OF ARMY ONE BECOMES UNPATRIOTIC SINCE I HAVE PUT IN MORE THAN 12 YEARS OF SERVICE WORKING ALONG WITH THE ARMY AND HAVE FOUND OUT THAT THE HIGH IDEALS LIKE JUSTICE ,FAIRPLAY AND HONESTY WHICH WERE HELD SACRED EARLIER HAVE BEEN REPLACED WITH MEANNESS AND A LOVE FOR POWER AND HUNGER FOR STATUS AND MONEY.

A BSF OFFICER

1. PLACING OF SECOND IN COMMAND IN PB-3

Army has strongly taken up case with the Govt. for placing Lt Colonels in pay band 4 by comparing its Lt Col rank equivalent to Commandant of CPMF, who is basically commanding a Battalion. The rank equivalence of Commandant of BSF in Army is Colonel and pay commission have placed both in pay band 4. However, Army is unfairly equating the rank of Lt. Col with the Commandant of CPMF. A Commandant at present is heading a unit comprising of 7 service Coys with strength of 1172. This is almost twice the strength of an infantry Bn. If the demand of army to put Lt Col in pay band 4 is accepted, the equivalent rank in BSF i.e. 2IC shall also be placed in same Band.

It appears that 6th pay commission has not given due consideration to the rank of Second in Command of BSF by placing him in PB-3 along with other junior officers. PB-3 in respect to BSF includes Asstt. Comdt, Dy. Comdt and Second in Command. It is crucial to observe that Second in Command is not a staff appointment, but a command appointment. He commands the Battalion in the absence of the Commandant. It is a fact that service exigencies very frequently create situations when BSF Commandants are not present in the unit. Every year BSF sends many Bns, both permanent and adhoc for various Internal Security duties, CI duties and election duties to various states. Command functions of these Bns are performed by either regular Commandants or 2ICs of the units. In any case BSF 2IC either command these Adhoc Bns or Commands regular Bn when Commandant is away on such duties. Placing 2ICs in PB-3 is thus deletion and erosion of the rank and ethos of a rank vital for the force.

The following justification in support of pay band 4 in respect of Second in Command is submitted as under:
a) After implementation of the Bagga commission report, army officers are getting their promotion very fast and reaching to the rank of Lt Col with in 13 years and Colonel after 16 years of service. Whereas, in BSF the officer reaches to the rank of Second in Command in 16 to 17 years of service and Commandant after 19 to 20 years of service. Considering the present stagnation in BSF in the rank of 2IC and Commandant, BSF officers may not even reach to the rank of 2IC before 23 to 24 years in the days to come.

ARMY LT COL BSF SECOND IN COMMAND
Appointments 4 Coy Comdrs,1 staff officer1Second in Command 2IC is Second in Command of a Bn and commands Bn in absence of commandant.Promotion aspects Time bound promotion in 13 years Promoted after duly constituted DPC and takes minimum period of 16-17 years to become 2IC.
Nature of duty Command a coy of 125 men and looks after operational duty Command a BSF Bn of 1172 personnel in absence of Commandant.Responsible for both administration and operation of Bn in addition to his duties of DDO, Construction officer, Canteen officer etc.
Future promotion aspects Assured promotion, becoming Lt Col within 13 years The future profile is dim as promotion to the rank of 2IC is vacancy based and with the current career profile of BSF officer, it is apparent that a BSF officer will take more than 20 years to become 2IC.
Pay difference if placed in PB-3 Approx Rs 48500/- excluding allowances Approx Rs 35000/- i.e. difference of Rs. 13500/-
If PB 4 is given to Lt Col and PB-3 to BSF 2IC Approx Rs 60500/- (37400+8700+MSP 6000)+16 % DA i.e 8336(excluding allowances) Approximate difference Rs 25500/-
b) In BSF 2IC is performing the duties of Second in Command i.e. commanding the Bn in absence of regular Commandant. Whereas, due to time scale promotion in army normally there are 5 to 6 Lt Colonels posted in an infantry unit and only the senior most Lt Col amongst them is appointed Second in Command of the unit and rest perform the duties of Coy Commander. It is worth to mention that the same duty in BSF is performed by an Assistant Commandant. At the same time only one Second in Command is authorized in a BSF Battalion having strength of 1172 personnel against authorization of 5 to 6 Lt Colonels in an army unit with the manpower strength of hardly 640. Thus the functional difference between BSF 2IC and Lt Col is more than obvious. Hence the responsibility and the status of Second in Command should have been much higher than the Lt Col of Army and same is reflected below in tabular form.

COMMULATIVE LOSS TO BSF 2IC

If the demand of army is accepted to place their Lt Col in PB-4, an army officer will reach to Pay Band-4 in 13 years, whereas BSF Officer will reach to pay band-4 in 23 years with present career progression. This 10 years time difference will affect a cumulative loss of appx Rs 30 Lac ( Rs 25000 per month x 12 months x 10 years), which is a great demoralizing factor.

FUNCTIONAL PROBLEM

If the Lt Col of Army is placed in PB-4 and BSF 2IC is not equated with him, it will lead to functional problem, as in operational scenario BSF Bn Commandant will not get any precedence even over Army Coy Comdrs i.e. Lt Cols being in same pay band. It will have a great demoralizing effect on BSF Officers in general and troops in particular.

2. PARA MILITARY SERVICE PAY ON THE LINES OF MILITARY SERVICE PAY.

Though it is learnt that finance ministry is considering some percentage of basic pay on the line of Military Service Pay (MSP) to be given to Paramilitary Forces as Para Military Service Pay (PMSP), but it is disheartening to find that pay commission did not consider the PMSP ‘IN TOTO’ as MSP.

Para military force like BSF is performing more hazardous duties at much tougher locations as compared to services (Army, Air force, Navy). The concept of MSP has originated for a reason to give Forces an edge over civil services which Armed Forces (Army, Air force, Navy) are already enjoying in higher pay scales as proposed by earlier commission i.e. in 5th pay commission (Captain pay scale 9600-11400 for similar rank in CPMF i.e. AC – 8000-13500, Major pay scale – 11600-14850 whereas similar rank in CPMF i.e. DC pay scale – 10000-15200, Lt. Col pay scale – 13150-17100 whereas in similar rank in CPMF i.e. 2IC pay scale – 12000-16550). Apart from this, they had also been getting rank pay Rs 400 for Captain, 1200 for Major, 1600 for Lt. Col. Again this pay commission has given them third edge by introducing MSP only for the defence persons who are also enjoying peace posting tenure turn wise. It is never in the case of CPMF. In CPMF BSF persons are performing their duties on tough, remote and extreme hard locations on LC/IB, Counter insurgency, Naxal operations, election duties on short notice and they are exposed to more health hazards, life threatening risks and more job related stress. They remain separated from family and social life and lead almost “BANZARA” life while performing their duties throughout their Service.

The risk involved in performing duties in the service of the Nation on IB/ LC and in insurgency areas faced by BSF persons is far greater as compared to the Army and facing much stress related problems due to their service conditions. The data of suicide cases & sacrifices made by the BSF persons can be compared with the Army, which is higher in percentage in the case of BSF in CPMF. It is irony of this country that pay commission is totally unaware about the conditions and ground realities of force like BSF in Para military forces and is compared equivalent with state police or Delhi police. The pay commission was expected to work on some kind of parity between pay of a soldier and Constable in CPMF but unfortunately they (CPC) widened the gap by creating disparities in the pay of soldier & constable by introducing MSP only for Armed forces and not for the CPMF.

Even the supporting services of Army i.e. military nursing services, supply services, postal services etc will get MSP for just their helping services who are not going to fight war whereas, the BSF persons have not been considered and neglected for Paramilitary Service Pay even after facing the first blunt of the enemy bullets on Border and in insurgency areas. The supporting Arms of Army like ASC, AEC, EME, AVC, AOC, APS and Signals etc are enjoying the same benefits as of fighting arms like Infantry, Armoured, and Artillery etc of Army. As also the role of BSF on LC/IB and counter insurgency is akin to Army/ Infantry only and it has been carrying out its duties and fighting terrorism shoulder to shoulder with them. It’s only an Irony that when matter of pay and allowances comes comparison is done with civil police/Delhi police.

Therefore it is strongly recommended that the PMSP should be given on the lines of MSP and not by giving some percentage of basic pay to restore some kind of self respect in the mind of CPMF persons.

3. False propaganda by Army through media

In recent few weeks army has started propagating about injustice done to armed forces by present pay commission through TV and print media, projecting wrong and baseless facts involving paramilitary forces. Some of the glaring false statements are as under:

a) 6th pay commission has placed paramilitary 2ICs and Dy Comdts in pay band-4.
b) Before this pay commission BSF Commandants were below their Lt Colonels in order of precedence.
c) Prior to pay commission under army ops control BSF unit commandant used to report to army Colonels and Lt Colonels and because of this now BSF commandants have stopped giving report to them.

Unfortunately till now there has not been any rebuttal neither from BSF HQ nor from other CPMFs. It is well known fact that our 2ICs and Dy Comdts are placed in pay band-3 by pay commission. It is also incorrect that BSF commandant is below Lt Col in order of precedence. In fact Commandant rank has always been placed with Colonel in order of precedence. Besides, being presently deployed under army ops control it is known to us that we BSF Commandants only repot to own BSF DIG and the Brigadier commanding Brigade. It is high time that media and Government should be projected genuine grievances and false systematic propaganda being done by army authorities through all means including taking help of retired army personnel who serve in news channels like ND TV and TIMES NOW and also organize rallies for them. In fact due to non resistance from any quarter, government has already formed a high level committee to look after the interest of the armed forces. If not projected and resisted now, government is definitely going to accept their demands in totality. In fact on similar line BSF officers should also get timely promotion to the rank of 2IC after service of 13 years like Lt Colonels in army or in case if organization is not able to promote them timely due to shortage of vacancies, they should also get pay scale of PB-4 after 13 years as demanded by army. This will drastically enhance the morale of young officers whose career seems to be bleak in present scenario. BSF as organization does not have any differences with army; however we only wish that what ever army is going to get from central government, BSF troops being deployed in worse condition should also get similar pay scale and allowances, if not better.

dear glowfriend i think now a day media is the biggest appropriate forum which can highlight the core issues pertaining to anyone and what u say charter of demand is the issues involving paramilitary forces of india who are the unsung heroes defending the great nation with nobody to look after their welfare literally…. one should realise that so many comment with the contents which are undisputable and reflect genuine cause and grievance of CPMFs……

A CRPF OFFICER

Ironically,the military has proposed several times to raise the encampass of pay of Lt.col into pay band-4.They are taking a platform of media on baseless plea that their rank is equivalent to the commandant of CPMF. It seems that both media and military and even commissions are unaware of duties and resposibilties of a commandant of CPMFs. Whereas,it should be very clear that a commandant leads the bn comprising of seven sevice coys and is HOO who witholds financial powers as well, either delegated Or furnished by CCS rules which never be compared any more with the Lt.col of military. Therefore the chiefs of military should not be in enigma and enticing facile remarks upon peoples platform so as it could malaise the emage of military.
The CRPF is the largest paramilitary force in the world and engaged in fighting cross border and hinterland terrorism in various states. Apart from this we actively participate in democratic electoral fare and upholding law and order by controlling disputes of regionalism,fundamentalism etc.During these circumstances adhocs bn (includes 6 or 7 coys) are created which are usually commanded by 2I/C, ie equivalalent to the rank of Lt.col, and impeccably complete the tasks. Normally,during leave or in absence of commandant regular bn are commanded by 2I/C.Then, how one can compare 2I/C with Lt.col in terms of sensivity of duties and its commandments of unit,whereas Lt.col is merely performing staff duties irrespective of some are in ops area in absense of colonel. Keeping in view, a paramilitary service pay in parallel of MSA should also be come into existence so that pay and other allowances of 2I/C could be analysed distinctly and kept into pay band-4.
Also, the govt should earnestly think upon economic and social development. Many parts of the country is today witnessing of bands, riots, rampage, voilence, relegious fundamentalism and social disputes etc which directly affecting our sense of humanity,nationalism and relegious sentiments causing disruption and sideline of objectives of development.What CRPF doing today that they are send to perform active duties in that perticular areas and getting success in maintaining and solving the social issues/norms of the country. Thus, the MHA should also take up the case with MOF that if Lt.col is kept in pay band-4 then it should be the 2I/C of CPMFs also. Because, to maintain national integriety and concousness are equally important as national security.

Dear friends of CPMFs , I think all the members of CPMFs are satisfied with the recommendations and acceptances of the same by the Govt. Now it is time for them to sincerely concentrate on their real work. After the Bombay attack it was realised by the people and the Govt. of this country about the importance of Intelligence network of the country. It is unfortunate that in departments like SSB , where the Area wing is doing the job of Intelligence collection , has been totally deprived from the purview of the befits of CPMFs. Inspite of being a member of SSB , the Circle Organisers ( Scale 6500-200 , Gazetted B) is downgraded to the rank of Sub Inspector in the 6th pay commission . Whereas the Inspectors of SSB ( Scale 6500-200 , Grade C Subordinate officer) has been upgraded to the scale of 7500/- with grade pay of 4600 . Where as the Circle Organisers who were GOs in the department were down graded to Grade Pay of Rs4200 which is equal to Sub-Inspectors. In my opinion such type of attitude on the part of the Govt. will not boost the moral of civilian employees to work under the banner of CPMF and in fact demoralise them to refrain from doing anything in the interest of the department etc. .
Thus I would like to draw the attention of the Home Ministry to kindly look into the matter and give proper status to Circle Organisers of SSB at the earliest please.
There is another aspect of giving Grade Pay 4200 to Circle Organisers. If it is so , as per the latest ACP scheme , the circle Organisers , who are junior to receive the ACP after the implementation of 6th CPC , they were suppose to receive Grade Pay of Rs4600 being the next higher grade pay . Where as the same Circle Organisers who have completed ACP tenure prior to implementation of 6th CPC , they had received scale of 8000/- at grade pay 5400/-. My submission is as to why , the junior Circle Organisers will accept such a injustice to them when the seniors were allowed higer grade pay doing the same duty. . The new Cicrle Organisers , will reach the Grade pay of Rs 5400 only after completion of 30 years of service , i.e. after receiving 3rd ACXP . So , the question is what is all about . Is the 6th CPC had done its job properly in respect of ACP ?

Dear SSB officers ( who do not have the courage to mention their names while commenting on comments of gobinda nath , please tell me what a single action against extremists or even a small piece of work for the country with huge manpower have been done by uniform personnel of Bn/Coy, except excellent ” longor ka roti torna in BOP/COY/Bn mess”.
So, please justify the deployment of SSB personnel in borders .

If civilians of SSB are not doing any worth mentioning for the department, it is better on the part of the govt. to declare them surplus immediately, for which every civilian staff of the department are interested . Let the SSB combatised personnel work more effeciently for the country which is excepted from them by the country instead of simply sitting before interenet to criticize members of the same force ( civilians). In my original comment I have never tried to criticize any combatized member , but it is really unfortunate that , both the SSB officers who commented have directly criticized Circle Organisers of SSB instead of commenting on the main issue. These type of tendency on the part of combatized officers indicated their mentality towards the organization. If they think the combatize members of SSB are doing every thing for the country, I will again request, let the civilians be seperated from SSB immediately and see the consequences.

First of all ,dear civilians who become combatized after wearing three metres of printed cloth . Let me tell u that your response to Mr naths comments smacks of inbuilt communalism which u people are nursing. Dont u feel ashamed to call the office of the Circle Organiser an office when no skilled manpower, no resources , no transport nothing is given to them and at the same time they have to work under hostile conditions . the external and internal condition both are hostile and detrimental.Given the budget that u spend do some self introspection and u will see how much action u do . U dont have any proper system in place and u blame the others . May be we are not good enough to be cobras but you have made yourself a python (sluggish, fat busy maintaining itself).For a moment I accept that civilians are not good for anything but when they go to other sisiter agencies there performance matches with the best at times they set new standards . I think rotten minds and parochial thoughts and vested interests of the majority is coming in the way . You people ,why dont you vehemently advocate to your bosses that these civilians should be left . Every time the opportunity comes to leave them u people squat and find some lame excuse to stall there movement. Make one concerted effort and help these civilians to move out.

It is really bad and distasteful and it also shows your myopic vision and lack of OLQ that u donot consider an officer as an officer. Relative growth does not mean that u kick somebody down and say thaT u have grown.
Next time dont be face less come out with your name . sOME dirty minds should not sully the name of SSB. An officer of SSB cannot do this but some silly men can definitely do it. Try and become an officer and feflect that in your response ,behaviour and concern. Address an issue from the beginning. Is this how u apprecaite a situation. If this is the way god knows what will happen to the men

NOW SIXTH PAY COMMISSSION HAS GIVEN THE NEXT HIGHER PAY SCALE TO ALL THE CPMF PERSONNEL FOR NON GAZATTED COMBATISED RANKS .
