Sixth CPC Report:(v) Calculation of benefit in pay



The uppermost question in everyone’s mind is about the quantum of benefit which would accrue for respective categories of staff. As a starting point the increase in basic pay and arrears payable based on that may be discussed. The final benefits would be subject to approvals and modification by the Government.

A number of calculators are already available on the net and calculations made by them by and large approximate to the expected benefits. However a step by step calculation is attempted here for understanding the process.

For this exercise the following issues can be taken as settled:-

 

(i) The benefit would be admissible from 1st Jan. 2006 . Whether the whole amount is paid in cash or is transferred to savings would be subject to decision by the Central Govt.

(ii) The rate of dearness allowance payable (on date of pay fixation ) shall be equal to the difference between the rate of DA on 1st Jan. 2006 (24%) and rate as admissible on date of pay fixation. DA as on date is admissible @ 47% . The difference as on date is 47-24=23%

(Warning :Subsequent comments on this post indicate that this assumption may not be correct and a new formula based on a new index may be adopted, which will reduce the quantum of benefits)

(iii) The dearness allowance under the new scales shall be payable on basic pay +grade pay .

(iv) Arrears shall be calculated taking into account six monthly increases in DA for the intervening period as shown in the table above.

 

(v) The report visualizes accrual of increment on 1st July 2006 , 2007 & 2008 and one increment should accrue due to pay fixation from 01/01/06. Therefore minimum of three increments (=7.5% of basic pay as fixed on 1st Jan 2006) would have become due at the time of pay fixation.

(vi) Since increments are to be released @2.5% of the basic pay annually ,an increase of 7.5% (three increments) may be expected due to accrual of increments at the time of pay fixation.

(vii) For the purpose of pay fixation the calculations are to be made by cross matching the basic pay being drawn with the pay and grade pay which would now be admissible with the help of table 2.2.2 shown at page 54 -70 Chapter 2 of the Report of Sixth CPC .

An illustration may be considered.

Let us consider the case of an officer in the pay scale of Rs.14300-18300 /- who is having basic pay of Rs.15500 /- at present. On 01/01/06 his basic pay would be Rs. 14700 /-. The table applicable to officers in the scale of Rs. 14300-18300 /-corresponds to Pay Band PB-3 which covers Gr. A Services of this category .

Salary under the old Pay Scales:Since at present the officer would be drawing basic pay of Rs.15500/-.Dearness Allowance calculated @47% on (Basic pay + Dearness Pay) would be payable . DA thus calculated is Rs10927/-.

Total pay on 01/01/08 under old Scale would be (15500+7750+10927)= Rs 34177/-

Salary under the new Pay scale:

As per the above table on 1st Jan.2006.the officer would be entitled to basic pay of Rs. 25580/- and grade pay of Rs. 7600/-in the new scale which would total to Rs 33180/- Increments @ 2.5% (Rs. 830/-)each would be due on 1st Jan. 2006 ( for pay fixation) , 1st July 2006 & 1st July 2007 .

Pay hike due to increase in rates of DA shall be @ 5% wef 1st July 2006 , @6% wef 1st Jan 2007, @ 6% wef 1st July 2007 and 6% wef 1st Jan 2008, Totaling to 23% on date.The following increase may be assumed in the pay of the employee

(i)Basic Pay + grade pay in new scale as on 01/01/06 =Rs. 33180/-

(ii) Adding three increments @ 7.5% (Rs.830/- eachX3)=Rs. 2490

(iii) Pay after adding increments =Rs. 36670/-

(iv) Increase in DA as payable @ 23% =Rs.8434/-

(v) Total Pay on Date in new Scale of Pay = Rs.45104/-

The monthly increase is coming in the range of Rs. 11000/- per month which appears to be a bit unrealistic. If any corrections are suggested, the same would be welcome. At this rate the arrears payable may be in the range of{ Rs.8000/- (average. diff in pay) X 30} which accounts for intervening two and half years.

(If we take only two increments in this period then the jump as on date may be in the range of Rs.9000/- pm only and average increase may be Rs.6500/- pm). Those desiring exact amount of arrears may wait for some time till reliable calculators are available on the net.

Alternatively by following the above method and calculating increase based on six monthly increase in DA and annual increment in pay details can be worked out .

Some Exceptions

(i) Promotion or change of Scale of Pay between 01/01/06 and fixation of new pay

Such employees would be allowed choice of refixation of pay from the date of subsequent change in the scales of pay and would get benefit of matching pay & grade pay.

(ii) Cases of new recruitments: Pay & Grade Pay of such employees shall be fixed at the lowest pay and grade pay in the corresponding pay band. However they will get benefits of increments. For calculating the number of increments the number of years required to move from the entry grade post in the pay band to the stage of pay in the recruitment scale shall be calculated as per DOPT OM Dt. 25/5/98 (or any amended instructions applicable on the date).Number of increments shall be equal to number of such years . (If it is a bit confusing pg.52 of Chapter 2 in the report may be accessed.)

  2. You cannot multiply the increment of Rs. 830 with three and make it 7.5 percent of Rs. 33180. The increment is dynamic and not fixed. If it is a fixed increment, for each band pay, the commission could fix an increment as in the case of 5th CPC. Here, the fisr increment will be Rs. 830 (2.5 % of Rs. 33180). The second increment needs to be Rs. 850 ( 2. 5 % of Rs. 33180+830) and the third increment will be Rs. 872 ( 2.5 % of Rs. 33180+830+850). If the increment date is 1st January, the same could be avaliable as on 1.1.06, the next being on 1.1.07, and 1.7.07. If the date of increment falls in February or further, the first increment in 6th pay could start from 1-7-06 only.

  3. Para2.2.11 Chapter 2 shows that increment would be @2.5% of total of pay fixed in the running pay band and grade pay.(plese see pg.47).In the same chapter an example is cited referring to case of pay fixation in new recruitment cases. In that example increase equivalent to 6 increments have been shown as 15%.(pg.50)

  4. Your assumption of 23% DA as on 1.1.08 is wrong. The commission has told that DA base should be revised to 2001 and not 1996. Hence new DA will be less than what you are assuming since base ia high. I t should be 13 or 14% as on 1.1.08

  6. It is agreed that the Commissioin has recommended for a adopting a new index for cost of living as mentioned by you. It has also recommended for a survey through NSC for devising an index for Government servants. This may or may not not be possible in near future . Commission also want all the recommendations to be considered in totality . Presently calculations are being based on certain assumptions which may or may not be acceptable to Government.

  7. I am not talking about new index. Which may or may not be done. It is recommanded that base from which increase in consumenr index is calculated has to be revised to the value as on 2001. Hence denominator will increase and hence percentage of DA will reduce due to increase in denominator

While calculating the pay under the old method of the officer in the scale of Rs. 14300-whatever, you have presumed DA to be 47% as on 1.1.2006, while to my mind, at that time, he was drawing 24 per cent DA on 1.1.2006. If this is true, then the difference which you have calculated appears to be on the wrong side.

    To my mind, old scale Basic + Dearness Pay + 24 per cent DA would be kept on one side, and, new basic + grade pay + 0 per cent DA ( because the 50 + 24 = 74 per cent DA has been merged while calculating new basic).

    I may be wrong but this is what I feel.

In the Vth pay commision the grades were not merged to this extendThe new grades were named 3.25 times higer than old.Then pay fixation was done following bunching methods.The new basic pays were defidinitely higer compared with the revision now.So the D A calculation on the revised new basic year didnot harm much the future increaments.If now basic yr is revised and D A ratesare reduced it will not render justice to govt employees who could expect revision of pay only after another 10 years

    Dear Sir,

    As you are aware that the report of the VI CPC has been submitted and there are varied types of commentaries including expression of anger amongst the Central Govt. employees in various parts of the country.

    We, Staff sie members of the National Council JCM have discussed and prepared a Note which we are enclosing herewith.

    We will like to request you to kindly advise Secretary (DOPT) who is also the Chairman of the Standing Committee (NC-JCM) to call the meeting of the Standing Committee to discuss al these matters in presence of Secretary (Expenditure) and orders concerned.

    I have met the Secretary (Expenditure) who has kindly clarified certain issues. This has gone a long way in proper understanding of the issues involved.

    An early action would help clear the atmosphere.

    The modification required to be made to the report of the 6th CPC

    1. A.The minimum wage

    The computation of minimum wage of the 6th CPC is not acceptable for the following reasons in brief..

    i. Prices applied for various commodities (included in the basket) is the wholesale price as increased by 20% which is not the norms prescribed by the 15 ILC;

    ii. The exclusion of 25% for meeting expenditure connected with social obligation like marriage, education of children, recreational needs etc. is on the untenable grounds.

    iii. The exclusion of 10% for the housing requirement (on the ground that HRA is given separately) is not correct as HRA is not a full reimbursement of the expenses incurred by the employee.

    If these corrections are carried out the need based minimum wage will be what is computed by the staff side.

    B. Even as per the formulation adopted by the 5th CPC the minimum wage works out to Rs.7400 i.e. by application of the percentage increase of the net national product which comes to 56.2%

    C. The Commission, without assigning any reason has rejected the demand of the staff side for parity in the minimum wage with what is obtaining in certain specified public sector undertakings.

    D. For the above reasons, the minimum wage need to be worked out afresh and the same reflected in all the pay bands appropriately by applying the resultant multiplification factor as was done by the 5th CPC.

    2. Fitment formula

    Rejection of point to point fixation, (which is normally adopted by the PSUs in their wage revisions as fitment formula) is for no sound reasons. There is no 40% hike as propagated by the Commission.. By withdrawing the benefit of merger of DA the actual rise is between 15 to 28% . Our demand in this connection is as under:-

    (a) The merged portion of the DA should be taken into account to arrive at the revised basic pay and Grade Pay in each case.

    (b) Since quite a number of pay scales have been merged together (especially in Gr.B & C cadres)the senior employees who were in higher scales of pay and who have put in large number of years of service progressively get reduced benefits.

    (c) Taking these two factors into account we suggest that the fitment formula as suggested by the Commission may be amended to incorporate the following:

    ” subject to the condition that the pay and grade pay so fixed is not less than 2.625 times of the pre revised basic pay.”

    ` The multiplication factor of 2.625 is the same as is applied in the case of the entry grade pay band and grade pay in the case of Gr.A officers. This clause will make good the loss of benefit one might suffer due to the exclusion of the DP from the computation process of fitment formula.

    3. Rate of increment.

    (a) The rate of increment suggested by the CPC is to be raised to 3.5% for the following reasons:

    (i) The 2.5% is below the existing rate of increment in many grades.

    (ii) Due to the compounding factor, over a period of ten years, this might rise to 4.5% still less than the prevailing rate of increment in the PSUs which is 5% and above.

    (b) The condition prescribed i.e. to have a minimum six months for applying the uniform date of increment must be done away with, as it is only to be applied in the initial year.

    4. Transport allowance.

    The recommendation of the Commission is to subsume the CCA in the Transport allowance and raise the existing Transport allowance by 4 times. This has reduced the proportionate benefit to certain grades and categories of employees. We make the following suggestions:

    (a) Since the CCA has been subsumed in this allowance, no condition should be imposed for the grant of this allowance.

    (b) Taking into account that some of the employees might get reduced benefit from the across the board rise at the rate of 4 times, the following rates may be applied.

    Employees drawing grade pay
    A-1/A class cities
    Others.

    Rs.5400 and above.
    Rs. 3200 + DA
    Rs. 2400 + DA

    Rs. 4200 – 4800
    Rs. 2400 + DA
    Rs. 1800 + DA

    Rs. Below Rs. 4200
    Rs. 1600 + DA
    Rs. 1200 + DA

    (i)

    5. Fixation of pay on Promotion

    In the present scheme of things, wherein many grades have been merged under one single Pay band, promotion will not bring about any significant rise in emoluments. The benefit will be very insignificant in the case of promotion from one grade to another where the grade pay is one and the same. In that case the one increment benefit will be less than even what is obtaining today. We suggest to incorporate the following clause to take care of this situation.

    “the pay plus grade pay so fixed on promotion shall not be less than 10% of pay plus grade pay the individual was drawing in the feeder cadre.”

    6. Allowances and benefits withdrawn.

    Certain allowances and benefits have been withdrawn to be replaced with a new scheme. The New scheme will have to be formulated on the basis of discussion/agreement in the National/Departmental Council as the case may. Till such agreement is reached, the old scheme of allowances and benefits will continue to be operated relating to the revised basic pay and grade pay.

    7. Special duty allowance of North Eastern Region.

    We hope that the SDA will now become available for all employees working in the North Eastern Region. However, we feel that it is likely that the phraseology employed in detailing the scheme is capable of misinterpretation giving room for further discrimination amongst the employees posted in N.E. Region. This may therefore, be appropriately clarified to mean that the employees and officers working in North Eastern Region is entitled to draw this allowance .

    8. Daily allowance on tour:

    The rates of daily allowance which include the following elements, viz. food, conveyance and accommodation suggested by the Commission to the officers other than Gr. A is extremely meager and would not go to meet the expenditure involved. We suggest the following amendment .

    The rates prescribed for grade pay of Rs. 4200 to 4800 and below Rs. 4200 may be replaced with the following.

    Rs. 4200 to 4800
    Reimbursement of hotel accommodation of upto

    Rs. 1000 per day . reimbursement of travel charges

    upto Rs. 150 per diem for travel within the city and

    reimbursement of food not exceeding Rs. 200 per day.

    Below Rs. 4200
    Reimbursement of hotel accommodation of upto

    Rs. 700 per day . reimbursement of travel charges upto

    Rs. 150 per diem for travel within the city and

    reimbursement of food not exceeding Rs. 200 per day.

    9. Promotion. ACP Scheme.

    The scheme should be improved to provide three promotion at the intervals of ten, twenty and twenty five years of service.

    10. Inappropriate rationalization

    There is a great deal of resentment over the rationalization of the scales of pay of S9 to S12. The grievances in this must be addressed by appropriate decisions.

    11. Pension.

    The Staff Side appreciates the acceptance of some of its suggestions for improving the pension of the old pensioners by the Commission. However, we feel the following amendment is needed in the case of pensioners.

    (a) to raise the minimum pension from the suggested 50% to 75% i.e. from Rs. 3330 to Rs. 4995.

    (b) The 5th CPC suggestion to refix the pension on the basis of the notional pay as on 1.1.1996 is to be implemented. The pension entitlement has to be worked out on that basis. The new commutation table to be applied only prospectively.

    (C) The restoration of commuted value of pension should be on completion of 12 years

    12. Fast track committee.

    There are cases like the Master Craftsmen, where the existing pay scales have been reduced to a lower scale. To consider these types of cases, a fast track committee may be set up.

    13. Anomalies.

    There are certain anomalies arising from the disturbance of vertical and horizontal relativities etc. For quick and time bound disposal of these anomalies a Joint Committee of the National Council JCM with the participation of the Secretaries of all concerned Ministries should be constituted.

    14. Grameen Dak Sewaks.

    Grameen Dak Sewaks are employed by the Postal Department. They constitute the largest segment of the workforce of the Postal organization. We suggest that the pay, allowance, pension and other benefits in their case should be proportionately what is suggested to the regular civilian employees. Since the Group D Cadres have been abolished, they may be promoted/absorbed/regularized in Group C cadres in the same manner provided for matriculate/non matriculate regular Group D employees.

  32. my date of appointment is 09-12-1991 and working in the pay scale of Rs5000-150-8000, my ACP was doe on 09-12-2003. but it is released now. after 5th pay commission my increment date was stepped up to January of every year(due to the cause that one of my junior colleague was getting more salary then me and my salary become equal to him as per the rule that a junior cannot get salary higher than a senior). now after releasing of ACP i was given the scale of Rs 5500-175-9000 and then there after the scale of Rs6500-200-10500 w.e.f from 03-07-2007(due to the implementation of 2 tier scheme of C.I-G.I in I.T.I under dtte of trg & tech edn., delhi) please tell me that what will be my basic pay after fixation on 01-01-2008 and how much arrears i will get?

  38. I am an Ex Naval Pensionar and had taken (Volentary Retirement) on 31 Dec 2005 at the basic of Rs 6750. On 31 Dec 2005 itself I was absorbed in Indian Navy as Group B Non Gazzated Officer. My pension has been effected wef 01 Jan 2006. I am also in receipt of disability pension @ 50% i.e. Rs 850 PM +DA

    My questions are:

    a. Am I eligible for 6th pay commission rewards with regards to individuals those who had retired post 1.1.06
    b. What will be the revised disability pension and service pension in my case??
    c. Since I had left my second job as a civilian, the GPF (VPF) 10% of the BP has been withheld ststing pending decision on New pension scheme . Is there any decision in 6th CPC report in this regards.

  40. I am working in DRDO, Hyderabad(A1city) My basic as on 1-1-2006 was 5600/- scale was 5000-150-8000(S9), my increment date is 1st December.. I got promotion in 2007 my new scale is 5500-175-9000(S10) and my basic was fixed at 6200/- effective from dec-2007.My next increment is in Dec.08.

    This blog was not meant to provide individual calculations. Details of recommendations of VIth CPC are available in various posts on this blog (including links to various tables). Interested persons can pick up information from those links.There is also one blog which provides a calculator. Interested persons can make calculations from there. As for query of Ms. Trivedi , the first method is the logical one. Now since recommendations have been accepted with modifications it may be better to wait for the detailed orders which shall provide the pay fixation methodology.

    Pension – Rs.3825 (Mar 2006) 200 days half pay leave in credit on 28.02.2008. My increment is due in Aug. May i know my arrears for 2 months n afterwards pension arrears..

  55. Sir, Please reply to my mail. I am a PGT in KV. On 1.1.2006 my basic was Rs. 8500. Due to Increment in March of Rs. 200, my basic was changed to 8700. In July I got Sr. Scale and my basic was changed to 8750. In March 07, basic was 9000. In March 2008 it was 9250.
    Please send my new scale and grade pay. Als the net arraers and Net salary for the month of September 2008.

    My case is as Below

    on 01.01.2006 I was in payscale 4000-100-6000. My basic at that time was 4700

    I got regular promotion on 21.11.06 in scale 5500-175-9000 mY basic was 5500 on that date

    Now Sixth pay commision pay fixation options are below

    elect revised pay from 01.01.2006 or elect revised pay from date of promotion i.e. 21.11.2006

    Can any body clarify what basic should be considered if I am opting for second option for fixation of pay on date promotion

    whether 4700 or 5500

    Rule no 11 of ccs revised pay rule 2008 says that

    in such cases pay in the pay band will be fixed by adding basic pay applicable on the later date
    dearness pay applicable on that date and pre revised da applicable as 01.01.2006

    There are some different opinions about basic pay applicable on the later date.
    whether basic pay 4000-100-6000 scale or basic pay in 5500-175-9000 scale

    can any body clear this doubt regarding rule 11 of revised pay rules 2008

  59. Those Gov. employees who retired between 2-1-06 and 30-06-06 and whose date of increment falls between march to june are destined to retire without getting an increment for 14 to 17 months. It is suggested that these employees may be allowed one increment on 1-1-06 rather than leaving them to destiny. Again they may be allowed to count the last pay drawn for the purpose of pension so that at least some benefit is given to them.

On the joining, my pay was fixed Rs. 6025/- on dated 13/09/2007. According to 6th pay commission by mistake my pay was revised as Rs 16180 (Rs. 11580/- as pay +Rs. 4600/- as grade pay)

      Pay of fresh TGT is fixed as Rs 17140 (Rs. 12540 as pay +Rs. 4600 as grade pay who has join after my promotion.

      According to the Directorate of Education order No. 806-816 dated 12/09/2008, my pay may be revised as Rs 17140 (Rs. 12540 as pay +Rs. 4600 as grade pay) on dated 13/09/2007 as well as starting pay of TGT.

      Please, inform me, what my pay is on 13/09/2007.

Sir, After 5th pay commission report there were two scales of Pay Rs.4000-6000 for direct appointee and Rs. 4500-7000 for the promotes Jr. Tech. in the MOH&F.W Govt, of India due to CAT case for uniform pay scale by a direct appointee I was geared back in the scales of 4000-6000 in the 2003 but my the existing pay(not pay scale) was protected. My basic pay at that time was Rs,5750/- and under new fixation in the scale of 4000-6000 my basic pay was fixed as under:-
    Basic Pay Rs. 5200+550 (Protected Pay) P.P . It was stated by my Directorate office that the protected would be treated as a part of pay for future emoluments. Now after 6th pay recommendation this said PP(Protected Pay) is completely wiped off suffering me a huge loss of pay arears. Sir I want to know what should be my pay as on 01.01.2006.

  71. I have got obsorbed in public sector undertaking from government service with effect from 31.12.1997 and I was sanctioned pension of government service from 01.01.1998. My last pay drawn/average emoluments prior to 01.01.1998 was Rs.7700/- in pay scale of Rs.6500-200-10500 with GP of RS. 4200/-. Consequent upon revision of pension as per 7th CPC WHAT WOULD BE MY REVISED PENSION FROM 01.01.2006 BEING A PRE-2006 PENSIONER.
